Can anyone tell me where this goes as I am assembling and installing the steering wheel? I am not seeing it in any of the parts diagrams and the steering wheel installation thread doesn't mention it.

between the coupler down near the steering box-isolates the ground....just a guess :o

No, this has to be up by the horn button. As you can see below, it matches the holes on the ground ring. Does it go underneath, or was this replaced by the small plastic washers under the screws? I don't see any photos showing it between the screw heads and the grounding ring.

Is this part unique to 1968? I parted a couple 1968 campers so this could have come from those. The question is, do I need it for a 1970, and if so, where does it go?

The C shaped plastic part goes under the metal ring.

So starting with a bare steering wheel the assembly order is star washer - spring - plastic C (smaller raised areas facing up) - metal cup shaped ring - plastic washer - screw.

Make sense?

Yes it does, thanks. ($10!). Safe to assume the open part of the "C" lines up with the ground tab?
