I'm going to take an educated guess that they started them in '67. I know for the taillights, all '67s that I've checked have the ground wire, but all '66 down that I've checked haven't had the ground wire.

The parking lights up to 1961 had a ground wire connection coming from the headlight bulb socket. From 1962 through 1965 the headlights were grounded to the inside of the body behind the headlights. The ground connection at the parking lights went unused. Interestingly enough starting in 1967 the ground connection was used again this time two ground wires were used to the body one for the headlights and one for the parking lights.

Yup...my Jan '67 bus has the ground wire. Wasn't expecting it first time I pulled the headlights out. <chuckles> Glad I didn't drop the buckets!
