What is the normal procedure for getting down into problem areas with -
a) paint removal system (whatever you may use) AND
b) painting these problem areas
?????????

The areas I speak of would be cracks and crevices and the infamous black hole down and below the hood hinges and springs under the front end there.....

I am concerned with treating future problems before they BECOME problems and i know this area is prone to rust out (inside the wheel well behind the front tire). Any suggestions? Tips?

ALSO, what about behind replacement panels that have been welded in? Suggestions for treating hard to reach places?

I have done a fair search of the forum and read a ton.... i must not be looking in the right place.

A lot will depend on how into it you want to get. For the rear engine vents on my Fat Chick, I took an old gasket scraper glued a pice of old wet suit to it then took cut up pieces of sticky back sand paper for my air file and got in to sand it that way, then painted it with a touch-up sprayer and air-brush, took its time but for an area only I`ll probably see it came out ok. paint stripper or aircraft remover is really good in terms of removing paint in small areas. just make sure to thoroughly clean the area afterwards, otherwise the paint will not take.
