Here in MO it's hot and humid and I wish I could shut off the lower and upper vents completely. Any Thoughts?

I'll give you general help, I don't know your setup. Your problem may just be age. Over time your cables will streatch and loosen up. Your vents probably aren't closing all the way. adjust at the flap or lever I'm not sure. Ask Mr. Bentley Manual.

I bought an 87 new and the dealer said you could not stop all ambient air flow. The vents are nosiy if you try.

My 87 has this "hot foot" symptom as well, although I haven't had a chance to look into it. Local VW guy said that it's possible to adjust the flaps & cables, but I haven't tried yet. I'm hoping so, though, because the extra heat doesn't help in July...

Probably the cable that goes to the water valve is kinked right behind the dash plate. Usually you can straighten it out by working through the ash tray opening. Taking out the radio, if it is stock is pretty easy too, and gives some more working space. One can pull all the lever ends off, the switch knob and the front cover, then remove the screws and take the whole works loose out the front. Handy for getting the cables really straight. Warning though, I HAVE broken one of the plastic studs off the front cover, so go carefully., Darn near every water-cooled Vanagon I ever had had some of these cables kinked, most had 2 or 3 kinked. (No wander they sold it so cheap!). Short term fix is take out the spare tire and reach up and push the valve shut, but first time you need heat, it's stuck back on. (Diesel has the valve in the cab, not above the spare!)
