You just can't trust anything to be made correctly. I have a BOCAR 34 PICT-3 that I bought new. When I first fired up the engine I used the Bosch 009 until I new things were running correctly. Of course it had the flat spot just of of idle. When I installed the Vacuum Advance/Retard distributor the flat spot remained. I checked the vacuum diaphram to make sure it would advance and retard with a vacuum applied and it worked correctly.
I just bought a Mallory Vacuum advance distributor hoping it might cure the problem. No chance. While adjusting the timing, I connected the vacuum hose and removed it with no change in the timing.
I finally tracked the problem down to BOCAR NOT DRILLING the VACUUM PORT!
The only way to drill it would be from the inside with a right angle dentist drill which I don't have, and I would still have to remove the throttle plate.
