i have not started my bug in a few years (was on the east cost but now i am back in sac :) ) and after i got her running i noticed that after awhile the voltage regulator starts clicking on and off. if i rev the engine it stops for a second then starts again. same goes for the head lights. oh and if i turn it on and quickly turn the head lights on the clicking starts before it normally would. any ideas?

The clicking is probably the cut out in the regulator. It's supposed to "drop out" of the circuit until the voltage output is sufficient to charge the battery. If it didn't do that, the battery would be at a higher voltage than the charging system output and therefore discharge itself back through the charging system.
At least that's how these old systems tended to work.
Assuming you have a good battery, it may be dirt acumulated on the generator brushes. If your battery is old and weak, it may be overloading the charging system trying to charge it.
Just a couple possibilities.
