maybe the owners are short... and use a roof rack a lot... and this is just a step up to access the roof rack... Not level though... so this may be a longshot.

I'm also digging the brake on that kid's scooter... it just pushes down on the tire top. This would be cool to fabricate on a fixed gear bike.

is it me or does that look like an early tempo matador in the upper left? (dark blue) looks like it has a large cargo box or canvas... cool.

That was my first tought but where is the roof rack? If you use it that much that you install a step it seems no use to take the rack off. I guess it will always remain a mystery!

box on the rear fender of the Split. I think the driver must have kept
