my 65 bug had some holes in the doors and columns that were fixed and patched by a welder friend of mine. he did not grind any of it and it is not smooth or lined up correctly. good welder and good welds he is just not a body guy. anyway there was some bad areas that the PO just painted over. question is should i grinding and bono to smooth out the patches then primer or leave it all up to the body man and painter. or can i do some of the prep to save me some money. her is a pick of what i had to deal with from PO. the PO did this to put in seat belt anchors

best bet would be to make clean lines and cut the old crap out and then weld back in new pieces. don't want any hidden rust to eat away at it again.
