Easier to drill out the bolt.
First spray it with pb blaster to loosen up the rust.
Use a center punch, and give it a good whack making sure the punch is sharp and perfectly centered on the broken bolt.. Start with a small drill bit and drill out the bolt, chuck up the next size bit and drill some more . Keep doing the same till you are almost all the way through to the threads but stop before getting into the threads. Next use an easy out and slowly try to turn it out making sure to watch the easy out closely to make sure it doesn't bend and snap off in the drilled out hole. Real bummer if it happens! If it won't come out you can try heat to loosen up the rust but that could ruin the finish.

you could always weld a nut to the end of it and take it off with a ratchet/socket. this method has worked in the past for me many times.

If part of the bolt is sticking out, I'd suggest welding on a nut or any piece of metal and grab it with some vise grips. The key is give it some heat and then spray with your choice of hydrocarbon loosener (i.e. pb blaster, etc).

I've learned that if a fastener is rusty, not to even attempt to remove it without the prerequisite heat and application of liquid wrench.
