can the pre heater tubes be cut off and welded shut on the 1600 motors that come off the long flange from the carb on a dual port and goes to the exhaust then without negatively affecting the motor.?

You should do a search on preheat tubes and read up on this topic... I think you'll find that keeping them will be beneficial.

This section of the intake manifold serves 2 functions.

1.) It channels hot air through the bottom of the center section of the intake runner and it keeps the intake from icing over in the cold weather. When the runner ices over it will cause acceleration stumbling when transitioning from idle. The accelerator pump does not atomize fuel, it squirts it like a squirt gun. These droplets of fuel do not atomize until they hit the bottom of the hot intake runner.

2.) It also serves as a support for the center section of the intake runner. If you were to cut these off, you will have to brace the center section of the manifold due to the pull of the throttle cable.

Are you running an aftermarket muffler/header that lacks the proper connections for the heat riser?

no its the one that comes from the intake tubes off carb but goes to exhaust the small dia tube on left and right..the one in your pic behind the aluminum heater hose

not where the red arrows are ..the small dia tubes that bolt on to the exhaust it comes off of the larger tubes from the intake of the carb on left and right side..

In warm climes ( HI, SoCA, Mex) you can get away without carb heat. Cold morning or non warm climes you must have. Something about entropy and change of state from liquid to gas ((see physics of a refrigerator)) Ditto on the carb support need
