It looks like your wiring has been messed with big time, and it would be awful difficult for anybody on here to be able to decipher it.
Get some help from a Beetle person and try to return it to the stock wiring. Thats the best advice from here. Good luck |

| I just did all my wiring on my 68. I was too cheap to buy a new harness so i printed out a diagram and just followed every wire. it took probably 8 hours of thinking and drinking over a week to get all the lights working right.......but from your pictures your wires are messed up you should have a lot more plugged into the fuse box... you might want a new harness if your not good at figuring it out yourself |

looks like 1/2 is missing
and those blue fuses are wrong an that fuse block is custom.
the rear wiring is under the tar boards. left and right ,and
revers is under the front board. and fuse for same.
the drawings in the TAB above, called Technical are dead accurate. for 68.
my 68 is stock ,exect I have power strop for #15 Ignition feed.
lighting is stock and you can see it al here.

I just did all of the wiring on my 76 if its any help i wired my 1 and 2 fuses left and right on the bug.. So persay #1 was my left light and back left light make sure you have it grounded solid or you'll make a mess of trying to figure things out. I forgot to ground mine the first 3 times i messed with it. Felt goofy

A VOLT DROP can occur at either end and a quick check with a voltmeter
solves that question, each time. but it's the grounds are bad.
max drop is 0.5v (generic rules)
tail lights
the connector is under the L/R tar boards
this connector, feeds, PARK , brake, blink and REV to the lamps
the lamp grounds are not FED.
it is uses the body.
at 3 places.
the aluminized reflector. under the lens has screws to the tail housing
casing.
then the casing is grounded with the 8mm head nuts to the fender
then the fender is grounded to the body 9-10 times. with bolts.
first clean the reflector grounds, then he shell to body grounds.
or run new ground wire from the reflector back to the body
and ground the other end there. solving it for ever. (sil grease at junctions)

you can measure that error!
a VM in hand (volt meter)
2vdc scale (lowest)
black lead to battery minus lug (yes, battery)
red test lead to the tail reflector shell.
a ground to ground test !
key on
blinks on or or worse BRAKES ON.
0v is perfect.
.5v is spec
more is bad ground
takes all of 5min to measure any voltage drops.
ending the mystery. _________________ back to jeeps, my true love... I-6's
