fiberglass body

Im planing on repainting my 68' dune buggy. its an all fiberglass body with at least 3 coats of paint built up on each other with no primer in between them. im planing of using a hand held sander to take the paint off- is this ok or should i use some thing else.

another thing is that i got this car for free so i dont want a fancy paint job. I want it to be cheep. can i use any paint on fiberglass? im thinking of just doing a couple coats of colored primer with a hardener if needed and a clear coat. whats the average amount of paint used on a buggy? right now im kind of lost and in need of direction in the way of paint and body. this (as you can obviously see) will be my first time ever atempting body work
