Don't need a window in the garage door to get one open like that.
Drill a small hole in the door, and use the coat hanger to grab the red cord. It's easy to get, just put the hanger in at an angle, swing it over to hook the cord and pull that. You can do it blindly quite easily.
On my door I have drilled and pinned the tracks so you can't open it without getting inside the garage first.
