I'm helping "rather re-doing" a friends 1.9 cooling system

I've replaced / Upgraded every cooling item.
All cooling lines are S.S., and heater hoses are new.
New heater shutoff Valves
New Radiator
New Water Pump, and Thermostat twice
All Rubber New
New Senders. TempII, Temp Gauge, and Radiator Fan Sender

But here's the problem I'm seeing.

When driving Engine Runs strong and cooling temp gauge on Dash reads normal about middle of gauge at Blinky light location.

But in traffic or idling in driveway the Temp gauge climbs to nearly the 3/4 area of gauge.

Rad cooling Fan comes on as it should.
Plenty of Heat from Both Front and Rear Heaters.

I'm concerned because it's still spring and the summer heat hasn't hit yet so looking for a fix.

In a search to resolve the higher temps at idle or in traffic I'm considering the following. Idea
Thinking of installing a lower temp Rad Fan sensor? Also thinking of installing the "PIA" lower temp thermostat?

I have done several of these upgrades and purged air out of the system. But this just seems that the 1.9 runs Hotter then any other I've done, never see this problem with the 2.1's but see it with the 1.9's more often.

It's like the Water pump Pulley isn't spinning fast enough to flow the water at idle.. New Belt, not slipping..

Does anyone know if there is a smaller size pulley that can be used to turn the water pump slightly faster to better help move the water through the system at idle or slow running condition?

I've seen other 1.9's that run hot.
Anyone else have a 1.9 that temp gauge reads hotter then what's normal, what did you do to resolve it?
Any Reasonable Ideas or Suggestions

1.9's don't run any hotter than 2.1's, if driven the same way.

How's the inside of the radiator look?
Got the maintainence records on that Van handy?

How often was that cooling system flushed out & the coolant replaced?

If your buddy has nothing, I'd think the radiator wasn't doing it's job, and seeing as it's heating up in traffic--I would have to say that this is your problem.

To verify, take your IR temp gun and point it at the radiator when you think the engine is hot.

If it's got some cooler area's on the face of it--you've just located the problem.
