surface rust inside vents

I have a '71 Super Beetle, I recently discovered minor surface rust inside of the vent that is located above the engine and below the back window. It isn't noticeable unless I look through the vent (can't be seen from just looking at the back of the car) Is there something I can spray in the vent to prevent further rust?

This would probably do the trick.

If you don't want to order that, take a trip to your hardware store and they should have something similar.

No, at best you can delay it.

Get a $30 hobby/jewlers sandblaster and clean those areas up before primer and painting.
