The regulator wires are D+ red, DF green, D- brown, dash blue.
My 67 VW doesn't have a dash or light, what should I do with the blue wire the battery isn't charging.

Dash (GEN) lamp should be in stock VW speedometer.... IF no speedo or dash, you might considering adding lamp to test theory you need one...
Not sure if generator even need idiot light, if you are running alternator, then yes for sure...
Best thing would be to test generator/regulator.... Light may not be issue....
