The knurled barrel (nut) needn't be very tight, so you don't need a bulletproof way to hold the bolt. Perhaps a star washer, or a dab of JB Weld would do. Or a thin nut torqued down first, before you put the cover on.

The top of the wiring cover slips up and pinches in to the cowl. The bottom is secured using a knurled thumb screw, like this:

If you can remove what's left of the threaded post in the bracket, you might be able to use these instead of the knurled nuts on the posts. Pretty sure Wolfsburg sells these, I got mine at a local vw shop. Otherwise use threaded rod with loctite or jb, and the knurled nut. The knurled screw may just be a 56-60 thing.

Yes, later models had a stud welded to the tab, so a knurled barrel was used to hold the cover.

Grandpa Pete, in regards to using worchester sauce to clean connections, once it is clean, do you simply just dry off the excess with a towel?
