Carb questions (kadron?)

My car's PO had installed what I believe to be Solex Kadron carbs. I am a little lost on what is what as far as adjustment goes. I have figured out the location of the near impossible to reach idle air adjustment and the throttle idle adjustment.
What is this small brass screw on the face of the carb just below the air filter as youre looking at the engine? Air bypass?

How do you adjust the accel pump? Do you?

I see/read about these snails for synching, can i just hook up my mercury manometer at the vacuum hoses in the front of the carbs?

Is tightening the idle air screws (on the sides PIA to reach) allow more or less air?

My car is a 16?? Cc with a supposed stage three cam.... It goes pretty decent but starts hard and I know it can be better. Any help is mucho appeciated.

Bloody fantastic! Running much better after reading the setup guide. Good recommendation. Now i just need to figure out the rest of these adjustments...
