Actually this vacuum cleaner system powered by the flow of exhaust gases should have worked, due on the Venturi effect. It is from the differences in pressure and nature's effort to make them equal.

My aquarium has a similar system. It has a water pump submerged slightly below the water level that circulates water around. There is a tube that goes above the surface of the water. As the water flows through the pump, air is sucked into the water flow providing aeration - based on the Venturi effect. This is explained around 45 second into the following video.
