The hubcaps themselves are standard '66-'67 Beetle.

But, the car pictured also has accessory Wheel Trim Rings, #2 in this Catalog from the Archives...

Well, that particular style only fits 1966-67 wheels (and some earlier type 3s as well)
(and they were a standard-issue item on 66-67 USA Convertible Beetles, an accessory item on Sedans)

I see that CIP still lists them:
