ID help on Proto? VW

The Beetle was owned by local man,still living,that had it in '54.His friend owned the custom behind it we are trying to ID...The owner said he purchased the odd car from a manager of a shop that F.Porsche used,and that it was some sort of prototype used for development. He said it had a 36hp,with dual carbs. I have searched online,with nothing like it found...

Maybe it is even known to the Porsche experts wich I am not.
But to me thats´s just one more homemade Porsche lookalike.
For sure not a VW prototype.
Why would they have made a car that looks just like a Porsche in 1954?
And beside that I hear for the first time that "VW sold their prototypes to the public".
