i have a question about an email i've recieved for a car i'm selling. the wording in the email makes me believe its a scam. the potential buyer claims he is in the military and overseas, and wants to buy the car for his son.
but, he wants to pay me with paypal... isn't paypal supposed to be scam free? i haven't heard of scammers using paypal, yet?

i emailed him back telling him i need more information and that it sounds like a scam. really i'm looking to sell it localy and for cash.

just want to see what you guys think

Sounds like a scam to me.

Forward me the email to [email protected] and I can tell you for sure.

I have personally had someone send me money via Paypal using a stolen Paypal account. The money would have been lost but I identified it as a stolen account immediately.

im pretty sure its a scam, i forwarded them to you.
i thought he was responding to my samba add, but i also have it listed on craigslist, and i think he responded to it.
but its good to put this out there, scammers might be trying to use paypal

I just had a weird deal with a new PayPal customer as I UPS shipped his parts out today and he says it was shipped to the wrong address.

He called Paypal and they told him that during a recent maintenance update, 50K of their accounts the addresses of those got swapped / screwed up.

If you have a PayPal account and are buying or selling something...try and contact the buyer with the PP address if it is correct for the next week of so. IMO.

I have to call UPS tomorrow and try to change the ship address while the package is being routed....sounds like fun for me!

Update: changing the UPS ship address had to be done online, $12 added charge plus added transporting charges too. My Customer was gracis and sent extra 4's for the first round of drinks tonight... Wink

I did call PayPal directly myself, that PP operator did not know of that problem and also asked her supervisor and reported problem.

But she did tell me they accidentally sent a mass e-mail with only a phone number with no e-mail body.... Rolling Eyes

Just a head's up folks....

Just some things I have learned over the years as far as pay pal goes:

1. If you're shipping overseas, ship Express mail only or pay pal with not cover you if that person decides to say his part didn't show up when it actually did. MOST, if not all of the time, the ONLY way to get door to door tracking overseas is to ship Express mail through USPS.
2. Be careful when sending payments as a gift because if you need to file a dispute because the person didn't ship your stuff, you're screwed and are NOT allowed to file a dispute.
3. This goes for sellers, if you want the damn pay pal fees taken care of, include it in your damn price right off the bat instead of telling someone that you need to figure out a quote including shipping and fees. There's nothing more annoying when people say you have to cover the pay pal fees. Pay pal is a damn convenience for both parties, not just one. If you want your money right away, you can eat the damn fees, the fees are usually minimal anyway unless it's a big purchase.

WARNING:

PayPal is going to extend the time limit for disputes to 180 days. Sellers need to be aware of this and possibly rethink taking PayPal, as it appears that this idiotic new policy is NOT just limited to eBay:

In addition, if you sell overseas, the PayPal rules for the country you are selling to will govern that transaction.

As a seller, I'm seriously considering dumping PayPal completely. This change is really Draconian, and it's a scammer's perfect Christmas gift if you ask me. PayPal has always been willing to aid and abet thieves, but now they are completely washing their hands of any protection for the seller- who actually pays PayPal for the service- whatsoever.

Accepting PayPal is getting more and more like putting out a neon sign that says "STEAL MY STUFF!" every day.

I have a couple of questions..... I recently bought an item from a samba member and paid via paypal. Item was just under 900 bucks. Seller states in the ad that it may take 6-12 weeks for me to receive the item, I am totally fine with the wait and went in to it knowing that I would have to wait. What I did not think about was the time limit PayPal has to file a dispute which is 45 days. I am nearing that 45 day mark, which got me to thinking if the seller decides to not send me the part I will have no recourse through paypal because I passed their 45 day limit. I searched this topic on the internet and some say that a dispute should be opened at 44 days and that by doing that I will still be covered if the part does not show up.

That is the back story now to my questions.......

Is it wrong of me to open a dispute when I went in knowing it would take up to 12 weeks? I searched the sellers feedback on here and in the last couple of weeks he has received several negative feedbacks due to wait time. That is what has me worried, and what prompted my research on paypal guidelines.

this question is for the sellers on here....

Would it piss you off if a buyer opened a dispute even if it was just to cover their assphalt in case you did not ship it?


I never payed attention to the dispute rules because I have never needed them in the past.

first, when did you buy it ? Nov 18 seems to be the date they extended the dispute time from 45 to 180 days.
second, what does the seller say when you contact them directly?
It would piss me off if you opened a dispute with out contacting me first about a concern.

When I contacted PayPal they told me that it was 45 days if it has indeed changed to 180 than I have no worries, going to contact them again to verify, I ordered the part just after the 18th of November. I have not contacted the seller yet, I would certainly contact him before I filed a dispute. PayPal informed me that the dispute can be left open until the item arrives and at that time it can be retracted, it doesn't go against the seller unless the item never gets shipped.

I would also ask paypal if a dispute will affect their account.

In the past opening a dispute could lock a seller's account from any usage until it was resolved. I don't know about the current process.

I have had 2 different people open disputes recently because of accidental double payments. They did this very quickly. This is annoying to me because I would have refunded it instantly once I noticed or if they had just emailed me about the mistake first. It did not lock my account but I have a high-volume business account so I am immune.

8/4/15 PayPal glitches and problems:

The last couple of months I get many buyers sending PayPal payments (mostly using Smartphones but I did a purchase of MC parts last night with my desk top computer, "Goods" and it got screwed up too) for "Goods" (to be shipped) BUT PayPal recently tied "Goods" with "Services" (no shipped) and no address shows up, no PP fees, no way to add tracking number, no seller protection and no notice that this PP payment has to be shipped.....

I just spent 45 minutes talking to them about that and they said Yes, there's a problem and they are working to fix it asap.

I also told them (since I have been getting 2 or more a week that way) when I send a buyer a PP billing / invoicing with a message with what they are buying in part #'s, the message does transfers over to the customers payment of the billing / invoicing.... (another problem spot for PP).
So copy and paste the billing / invoicing message to your PP payment too!

This is just a heads up.....

P.P. credit card works as a credit card from a bank but you can use the loan proportion or your PP balance to buy stuff?

I just had a very strange dealing with Paypal.

I sold an item to a guy in FL through an ad here on the Samba. Nine days later he's demanding to know where it is and is threatening to do a Paypal reversal if he doesn't get it within the next 3 days.

I checked his feedback topic and his name is dirt.

I was wondering if Paypal would refuse his demand to do a reversal so soon after payment, so I called Paypal to see if there's any guideline about this.

At this point I wasn't too worried since I had 3 days before shit happens, and it would be very likely that the item would arrive. IOW, I was quite calm and polite to the CSR at PP.

After running through the story, she checked the history of my acct and saw no disputes started by me, and no disputes by buyers against me over the past 15 years.

Here's where it gets strange, she refunded me the full amount of the sale! A preemptive strike. She also refunded the buyer.

At first I was hesitant since it means the scammer buyer wins. It took her a while to convince me this was the best way to handle it. In the end, if it guarantees I don't lose $, I'm good with it.

At the end, the CSR actually thanked me for being calm and polite. She said most of the callers are screaming mad. So, if you ever have to deal with a transaction gone bad, you'll get more help from the CSR if you are NICE.

The first post in this thread has some fear mongering going on.
The part about “If you pay someone as a "Gift" you will not have any recourse if a problem occurs. Avoid this practice.”… should be revised to read “If you pay someone as a "Gift" you will not have any recourse if a problem occurs. Use caution with this practice, and suggest using the Buyer and Seller Feedback responses for the person as a guide."

Buyer protection = seller bend over.

I treat PayPal as CASH... not credit that can be reversed, pulled back, cancelled, etc.
I want it to be the same as a cleared check, money order, cashier's check or cash.

I ONLY accept PayPal transactions that are "friends & family" & won’t send invoices. If a buyer needs a record… they can save/print the ad and their view of the PayPal transaction.

I have started refunding payments not made per the instructions below... it works pretty well most of the time, eliminates my fees and reduces wrong address info.
I’ve learned putting the PayPal payment address first can lead to the person not remembering anything else written (put it last).

Send $__ as a "friends & family" transaction (NOT "pay for goods/services")
FUNDED from PayPal balance OR bank acct.
AND don't add any text to the "note" area,
THEN reply back to this email with your full mailing information.

I understand your point and agree with you that you can make this decision based on previous user feedback but I'm not going to change it, for safety reasons and to keep it as simple as possible for internet rookies.

Related topic:
I personally HATE gift payments because, as a seller, it prevents me from using the built-in paypal shipping.
To go over to usps.com and print something out or do it in person at the post office is a PITA compared to using Paypal for everything.
Plus doing it from Paypal puts the tracking number into the transaction and emails the buyers the information.
