Question for Erco zero offset owners

I just got a used set and the weld inside the rim has silicone smeared all the way around the weld, is this the way they come new or did previous owner maybe have a slow leak problem?

They must leak or their wouldn't be silicone there. Run inner tubes in them! Idea

I've had mine for years and they come like that and no they don't leak...
