I picked up a 74shell and the paint isn't that good. It is flaking. I think it was rattle canned over old paint. Is there a way to tell about what kind of paint was used?

If the paint is flaking off, it really does not matter the type of paint. It will have to be removed. The old days if you wiped thinners over paint & some wiped off, it was lacquer. Nowadays it is a bit tougher. If it is coming off in pieces, go to the car wash & see if you can spray it off with the pressure washer
