Quick question, I'm replacing a front quarter panel on my '73 and when I pulled the front fenders there were spacers on every other bolt. Is there supposed to a spacer on every fender bolt?

When I replaced my fender, there were clips for every bolt. The parts manual calls out 32 clips per car. I'm assuming thats 8 per fender.
