Napolean hat drain holes?

So we had some nice rain and the trails were a "little" flooded. I managed to fill the bottom of the buggy with a few inches of water.

Most of it drained out on the way home, but there has been water trapped in the Napolean hat for two days, slowly dripping out. Are there supposed to be drain holes?
