Hi,
I've been getting a lot done on my Ghia this summer, and painting my wheels was on the list. Here's how I did it.

Shopping List:
Simple Green
400 grit sandpaper
rustoleum filler primer-2 cans
(choose color)rustoleum gloss enamel spray paint-2 cans
Another can of a different color paint-2 cans
Rusoleum wheel clear coat-2 cans
blue masking tape(wide) 2 rolls
Step 1:
I deflated and masked the tires. After cleaning the wheels with simple green, washing, and letting them dry, I ripped off pieces of tape and tucked them in between the wheel and the tire. I then used larger pieces until most of the tire was masked from over-spray. Then I masked the valves, with small pieces.

Step 2:
I didn't want to wirebrush or sand the old paint off, so I used Rustoleum Filler Primer to get a smooth surface. I put on two thick coats of that.

Step 3:
After 24 hours(or more) I wet-sanded the runs in the primer, which was put on thick to fill imperfections. I ran a tack-cloth over that and painted the wheels with rustoleum gloss antique white, two regular coats.

Step 4:
After the paint was very dry, I masked the outside of the wheels by sliding small pieces of masking tape down the inside on their non-sticky sides until they touched the crack, then moving them over to stick on to the outside of the wheels. After the first line was masked, I masked the rest of the wheel, leaving only the inside.
Step 5:
I Painted the wheels with rustoleum gloss in safety red, a surprisingly perfect match to the red of my ghia. Two regular coats.

Step 6:
let those dry, then wait another day to harden, then remove masking tape everywhere except the tires. touch up any over-spray or under-spray with a brush.

Step 7:
After 3 more days of baking, apply rustoleum wheel clear coat, two light coats. let that dry and mount your new two-tone wheels!

Steel wheels look better two-tone! These are original paint Beetle wheels.
