I notice there is no body number stamped. Is this a CKD car from South Africa (or elsewhere)?

I'm not to sure it a local sale here in Cali and was restored 10 years ago. Making a new post about some concerns. Please see that post if possible.

My oval doesn't have a body number stamped in as well.
Nothing has ever been replaced on the car.
From what i'm thinking it was needed in Some country's and not in others.

I've never seen this tag before, either on an actual VW nor here on tS. Standox is a German OEM paint supplier. Here's some history; quite a coincidence that the company started in 1955 which is less than a year before your car was built: http://www.standox.com/corporate/en_GB/60-years/1955.html

Above the name Standox, the text is quite squeezed together making it difficult to read. It "appears" as though it partly states Nr Kunstharz_ _ _, meaning the number enamel (literally, synthetic resin) which refers to the paint code number L227. Note that the Dutch (Holland) and Afrikaans (South Africa) language spelling are somewhat similar to German but might spell harz with ts at the end instead of the z.

I cannot decipher the text which is partly tucked under the body tag.

The original paint supplier for European cars should by glasurit, or that time also called glasomax

Judging from the location of the paint tag, the lack of a body number and no "Made in Western Germany" tag, I would be willing to guess that Rud's and OG's cars were CKDs assembled at the same plant.
