What does this mean? The car has a completly new braking system

New rubber hoses, calipers replaced/rebuilt, system flushed/bled, trued rotors?

Old hoses can collapse or bulge
Caliper pistons rust tight or rust prevent pressure
Old fluid attracts water which results in rust
Rusty/scored rotors aren't effective
Old hard rubber tires won't grip either
