I'll never pretend i'm a good fabricaror or welder, nor would i ever pretend that my bus is not rusty. But i did some repair in my rear window frame, and i have no clue how to clean them.

First, I have no air tool.

Second, i tried with my angle grinder with just about anything, and nothing can reach it (you can see that i failed on many occasion so far).

a 4 1/2" wheel is too big. even a used cutting wheel that is now closer to 3 1/2" is too big... what else can i try? Is there anything on an angle grinder i could use that can reach that? My flap wheel failed miserably as well.

Dremel tool would get in there no prob.

Just need to wear that ginding wheel down to where its more like 2.5 inches.

Rough smooth with carbide burrs to fit in a pneumatic die grinder

HF has a super coupon for it right now at $20.00.

I have a bunch of cut off tools/ grinders and although you have to be careful not to overload it, it is well worth the money. Buy the cut off discs at HomeDepot.
