Not a valve. It's the oil pressure switch port for a type 3.

It appears someone was creative and place a type 3 oil cooling on your type 1.

the brass fitting installed where the oil pressure switch goes looks to be set up to most likely run a mechanical oil pressure gauge (the threaded male fitting with the little tube like a brake line).

the 90* other outlet may have been capped off once, or was possible used to feed oil to an auxiliary oil cooler.

UNLESS that's a petcock (picture not clear) with the handle missing.
In that case, It would have been used for some really fast oil changes!!

screw a hose on the outlet, start engine, open valve and oil will blow out fast.

#1 Why would you use a type 3 cooler in a type 1 motor?
#2 Can I just plug it?
#3 Could I tap off of there for a pressure gauge?

Just leave it their and ignore it, remove it and put plug in bung, or change cooler, all have pretty much same results....
