capping off heater line? any reason why someone would?

So the new bus I just got doesn't have heat. I looked under her and there's two tubes running under the bus that are missing sections. On one end someone used a soup can and clamped it down to close it off. Any reason for this? I wasn't sure if maybe when he got Rabys Camper Special installed that maybe it was needed.

someone in the last 37 years didn't want to fix the heater .

So rodents don't climb up into the interior through the heater ducts.

Yes block off any ducts that are open as rodents will get in. It is also best to leave the heater flapper boxes in the "OFF" position when parking a bus for a long period of time as the closed flapper is one more deterrent to mice getting into the ducts and from there into the cab.
