So my idea for my bug is to take it to my local body shop and have someone shave off the top turn signals and im going to put a cal bumper on the front with the turn signals built in. Chances are that while i have the fenders off i'll under coat them with some por15 as well.

Does anyone have a rough estiment of how much it'll cost to have the turn signals removed and the fenders repainted?

Depends entirely on the shop rate and the type of paint materials they will be using. Get a couple estimates.

A nice rubberized undercoating would be good for under those fenders. It would also aid in if a rock were to be slung up from the tire it wouldn't dent the fender from the underside.
