Its plastic, about 2" x 1.25", the construction is too weak to be a key fob and has sliders to attach it to a flat surface on the rear. I got it from a friend who believes he has had it since 1970.

I have no idea what it is, but I suspect that there is a missing piece that goes on the backside that has lugs that register in those "slider" slots. That would retain the hasp in the "latched" position. But, once again, I have no idea what its use would be. Confused
