That looks a little bit like a country homes camper top converted to westy hardware---I am sure I saw such a conversion on this forum in the past. Not sure if this is that van or not.

Im almost 100% sure its a reimo poptop. Its just that the picture is too grainy to see a good close-up. The interior can be anything, reimo or homemade...

Unfortunately its not a country homes camper because it does not have the rear curved "spoiler". You know, theses vans goes really really fast!

It's a Cartago.
They make nice stuff. As for the round headlights on a 1991; it's a European van, they had more options than North America.
