Is the lowest bolt a stud or is it a bolt welded in the back. I can't see the rear.

It is welded in the back, can't removed like stud bolt.

All fender bolts should be bolts. The reason someone welded it in, is because of rust probably.

Maybe die cut it, weld smooth, and then drill and tap?

I had a similar problem with my '57 .
We ended up grinding the "bolt" flush and then using a hole cutter drill the old nut/broken stud out.
welded a 8mm nut to a washer
then welded it back in the hole back to bolt mount again
We also ended up doing the same thing to all the running board bolts/nuts

Xeno the lowest is a stud. My 58 and 59 both have them. I just didn't know if it was welded in back. I have to remove my heater channel plate so I will cut it out when I do.

Both of my 56's have the same stud. They came that way from the factory. My 63 also has the stud.

My '57 has a stud and nut for the last lowest connection for fender mounting, just behind the running board. Rear fender. So this design is obviously factory and not a prior repair job. Confirmed?

Incorrect. This is original. It should be a stud!

I believe this stud was placed there by the factory to make hanging the fender easier. When you are putting a fender on it is much easier due to this stud, once the stud is in the hole, the leading edge of the fender is basically in place allowing 1 person to hold the rear while installing bolts with the other hand.

Yup, stud from the factory. I was seeing those on all-original cars 40 years ago.

Not EXACTLY a stud . . . when removed from the sheet metal, it looks sorta like one of these . . . http://www.mcmaster.com/#93226a230/=12ua2iz

56 was the first year for this stud......55 and down had the standard weld nut there (stamping of sheetmetal transitioning into heater channel cap area also changed at same time)
