It's beneath the dash/ash tray.

I got this car from my Dad so I don't think it's an alarm sensor... possibly for the stereo (when the car had one)? The white circle/eye does rotate left and right. I have no idea.

Maybe a Kill Switch to prevent the car from being stolen? This type of thing was popular at one time for convertibles.

Spot light for heater controls. Late Ghia's have them. Bugs too I think.
