Drill the 4 spot welds or grind it off.

The fender bolts snapped from the other side. A few of them anyway. this picture is taken of one that I can see but there is no way I could get to it with a grinder.

Drill it and use an easy-out. I'd try that first

Why not heat it and try to remove it with visegrips? Confused

I have toyed with idea and going one inch to the right of each broken stud and make a new hole

If you have acess to a mig welder and room to get in there without burning the car down, thread a nut onto whatever is left until it is almost flush with end if bolt. Weld the nut to the bolt in the center and quickly unthread what is left of the bolt. The concentrated heat on the bolt will make it super easy to remove

No, I wouldn't recommend that route. You will create a lot more work aligning the fenders and having fitment problems. It would look terrible.
