He refunded my payment PROMPTLY as the items look that lost in mail.
I was willing to double pay for the items but he did not reply to my emails when asking for the status, thats why i went into PPL dispute.

Well.. I just got dinged on Paypal for this transaction.. I get burned.. An over seas buyer wanting to have parts sent to another address.. well I did and did NOT get delivery confirmation.. would'nt you know it.. buyer says parts did'nt arrive.... I refunded this transaction in FULL... My lesson..... and now rule please dont ask me to send parts to another address when using Paypal period. Sorry to all the others this transaction will effect.
