Can a 59 and down beetle door handle be used on a 61 beetle?

Would you just need to weld up the other hole where the 61 handle
normally sits seeing as the 59 handle only needs one hole?

Are there any differences internally inside the door?
Does the 59 handle use a different mechanism for unlatching the lock
inside the door?
