Pretty sure they are a chain drive style RGB thing. They definitely add some ground clearance. I looked at one for possible adaptation into an off road bus build once, but it didn't look like it was designed for that much weight, or that much speed.

Nice lead in with wide shots to the "money shot" of the black sedan's engine compartment. I've never seen someone leave the cylinder tin off of a motor like that...WTF. Maybe he thought it was only there to keep the motor warm, so it wasn't necessary in CA....
