The scooter is called a ingo bike. Since the back wheel is concentric one propels the bike by bouncing up and down in rhythm with the rear wheel.

Yes, eccentric is the correct word, thanks. A round wheel with an off-center hub. And I look forward to becoming more eccentric as I grow older: rounder and more off-center. Laughing

Fenders look like generic trailer fenders....was looking at those when pondering a future project.....Was gonna graft a narrowed bus cab to an Empi sportster and stick a scooter on top, but decided against it.... Laughing
