Based on the build pictures on that link it isn't built from a 1958 Bug. The inner fender detail indicates it is at least a 1961 Bug.

It seems that a lot of totally custom builds start with a VW and then "replace" parts until little of the VW remains except the VIN and paperwork. It's an end run around the "special construction" process.

Works great as long as you can get the DMV and insurance industry to play along.
