Yes you can. I painted mine with high heat stove paint. rust oleum has a good high heat paint.

VHT has high temp paints.

Powder pain will burn off. You mean ceramic coat it.

Yes ceramic coat the headers but I know you can powder coat tue tips of exhaust...but to be honest get spray can high temp pain this way you can touch up spots easy...and when you run the engine after the touch up it cures!...cannot ask for a better and cheaper fix
