I would try a long handle bottle brush. You can also take just the brush part and attach two pieces of twine and pull it back and forth with the manifold held in a vise.

If you have access to a sandblaster, you can position the blasting tip into each head-end of the manifold. Rotate the gun tip in a full circle so that all inside surfaces get blasted. The sand may lose speed by hitting the outer curve of the inside of the manifold but should still have enough to blast off internal rust. I did that on a dual-port stock manifold a few years ago, with excellent results:

Though the DP manifold center section, being straight across, allows a direct flow of the sand compared to making a 90+ degree turns at each end of your SP manifold.

Bead blast cabinet for sure, or cause many don't have access to one, soak it in vinegar and then use a stainless pot scrubber stuck to a stick.

just scraggly deposits, possibly even rust- maybe a brand new shiny intake would be the best bet

Carb cleaner won't touch rust and scale.

No bead blast cabinet?

Pick up a jug of muriatic acid at your local plumbing supply. Follow the directions and heed all warnings on the jug.

If you're lucky your local hardware store / plumbing supply has the Hillman hardware assortment. There should be one drawer in the assortment that contains black rubber bungs. Plug two out of three orifices on your manifold. Fill it with muriatic acid. Rinse and repeat if necessary.

You might want to give it a shot of WD40 inside when it's clean. Muriatic leaves a bare metal surface similar to bead blasting. Bare steel rusts almost instantly.
