So I have a 68 that will need some standard rust repair I will get figured out. My question is I am starting on my rear 1/4 panel. It was backed into by a trailer and I would like to pull and work it out as apposed to cutting and fitting a new panel.

Where would the pros start?

Questions:
How much body work experience do you have?
What body work tools do you have, or are planning on buying to do this?
Are you going to use one of those dent pullers that welds the stud to your panel, or are you going to drill holes and use one of those dent pullers?

I don't know where a pro would start. I could tell you where I would start, but I am a hack, and do not qualify as a pro.
