What is suppose to go here on the vent on the carb manifold?

smog junk would be my guess...

It originally hooked up to the oil bath air cleaner. It drives the flap on the air intake that flips between taking warm air from the top of the heads to taking air from within the engine compartment.

It aids in warming up a cold engine.

If you no longer have the oil bath air cleaner, you should cap that off to eliminate the vacume leak.
