If you buy some of the cheaper hubcaps that are available out there, spray paint the inside before installing to stave off rust. The cost is reflected in the quality of the plating.

You can put some RejectX on the inside of the hubcaps, helps repel dust and much easier to wipe off.
Used it before I drove above the arctic circle here.
