found it! i had to look for pictures of all the Hiace licensed versions listed on wikipedia... It's a Foton View C2.

If the driver was in a wheelchair then the low height of the car would make it easier to get from the wheelchair to the driver's seat.

But then what does the driver do with the wheelchair??
