Ok, I have an 009 dist. I read on a website that #1 should be at 7:30. PO set it at 5:00ish. I have set the timing and idle and the flat spot is very slight, but according to the website i was at my dist is installed incorrectly.

Does it need to be at 7:30 and if so how do i get it there, and reset the timing and all.

It depends if the distributor driveshaft was installed correctly. As long as the rotor points to the #1 mark when #1 is at TDC, it doesn't matter where on the "o'clock" it winds up.

And it does. When I adjust the valves 1 is at 1 position on dist. So I am ok then?
